One absolute question decides the tier: did anything this member wrote become law, and did it pass under their own bill number? No median enters here. A chamber where most members enact nothing cannot grade itself on a curve.

Select any row to open that member’s card — the nine questions, the evidence on each side of player or pawn, where they stand against their own chamber, and every public law credited to them.
Every figure is a filing or a count. Nothing on this page is added together, and there is no score.
A duty with no published record cannot be tested by anyone, and that is a finding rather than a gap in our collection. Each row names the rule, whether a record exists at all, and which Citizens' League instrument carries it.

This report replaces the composite conduct grade. It publishes a record instead of a verdict, and it never adds two different measurements together.
Own legs versus rode. A bill with two recorded actions, no floor or committee step, and a related bill whose own record carries the same public-law number did not pass — its text was carried inside that vehicle. The distinction is mechanical, needs no judgement, and it accounts for a large share of everything credited to a member as an enactment.
Absolute, then peer, never merged. The tier uses no median. The peer lines use nothing but medians and say so. A member can be Neither on the floor and the strongest coalition builder in their delegation; both print, and neither cancels the other.
Nobody signed. Bills a member filed that attracted no cosponsor at all. Not a foul — a fact. High volume beside a high unsigned count describes filing as speech rather than legislating.
Trading and timeliness are two questions. Trading individual securities is permitted. Reporting a transaction more than 45 days after it happened is not: House Rules XXVI and XXVII, and the STOCK Act, set that deadline. The $200 late-filing fee attaches thirty days later still, at 75 days.
The fee cannot be tested. The Committee on Ethics assesses the $200 fee and may waive it "only in extraordinary circumstances." It publishes no register of assessments, waivers or payments, so whether any member ever paid it is unknowable from the public record.
Current term only. Nothing before January 2025 counts toward the tier. A member was already paid for earlier work — with the seat. Earlier achievements are evidence of ability; they are not delivery in the term being judged.
Not established is not No. A verified absence is a finding and prints as No. Evidence not yet collected prints as not established and is never counted against a member. Published platforms, blind trusts and corporate PAC share are not yet collected and appear that way.
Corporate PAC share. Corporate PAC receipts as a proportion of a member’s total receipts — a ratio, not a dollar total, so a well-funded member and a poorly funded one are on the same footing. Disclosure is required by law; treating the ratio as meaningful is ours. The half-way line is marked because it is legible, not because any rule sets it. Median share: House 37 per cent, Senate 16 per cent.
Whose rule is being applied. Every test on a member card is labelled. Where the criterion is Congress’s own — the 45-day reporting deadline, the blind trust, the committee chairmanship — a failure is a breach of a published rule and cites its number. Where the measure is ours — enactment, own legs, cosponsorship, measurable commitments — no rule requires it and none is breached. The chambers impose no duty to legislate at all. Those results are a record of what a member did with the office, not a finding of misconduct, and the app never states them as one.
Guards. Every join is on bioguide identifier, never on a name. Any reported transaction lag beyond 1,000 days is held for a human read rather than counted — one filing carried a 2015 date among 2025 neighbours, a typing error, not a ten-year-late report.
